ISWG-GHG 10

The tenth meeting of the Intersessional Working Group on Reduction of GHG (greenhouse gas) Emissions from Ships (ISWG-GHG 10) was held remotely from 18 to22 October 2021. The DPR Korea was represented in the meeting by officials from the Maritime Administration of the DPR Korea as well as officials and researchers from the Korea Marine Environmental Protection Center and the Pyongyang International Maritime Information Center.

The Group considered the interim report of the Correspondence Group on Carbon Intensity Reduction and noted the need to finalize the technical guidelines associated with carbon intensity indicators by November 2022 when the short-term measures on ship GHG emissions reduction would enter into effect.

It also considered the proposal to organize an expert workshop in order to undertake the lessons-learned exercise of the impact assessment of the ship GHG reduction measures and approved the holding of an Ad-Hoc Expert Workshop on impact assessments before MEPC 78 with the draft terms of reference to review the assumptions and methodologies for both assessing impacts on ships and on States and to identify how to carry out qualitative assessments.

Development of mid- and long-term measures for ship GHG emissions reduction was thrashed out in the meeting to witness various views on introduction of technical and operational measures, application of market-based measures and combination of all these measures.

Prolonged consideration was also given to how to address increasing workload on Working Group.
